Birmingham Sport and Physical Activity Partnership will be working with its local partners to drive up participation in sport in the 14-25 age group via the Sportivate programme, from April 2011 – March 2015.
What is the purpose of Sportivate funding?
The London 2012 mass participation legacy programme ‘Places People Play’ is a £135 million initiative which has been made possible by the Government’s National Lottery reforms and will direct additional funding into grassroots sport. It will bring the inspiration and magic of a home Olympics and Paralympics into the heart of local communities, encouraging more people to get involved in sport.
At the heart of the ‘Play’ agenda is Sportivate - a young person focused initiative and nationwide campaign that will capture the excitement of sport, providing opportunities for teenagers and young adults (aged 14-25) to receive no less than 6 weeks (and a maximum of 8 weeks) of coaching in the sport of their choice and guiding them into regular participation within their community.
What are Birmingham’s Sportivate aims/targets?
• To encourage more 14-25s to regularly participate in sport in the community by responding to their needs and working closely with a range of providers to provide an all year round framework of demographically relevant activities
• To engage and retain 1,999 new teenagers and young adults participating in Sportivate activities each year, (1499 in year 1), in Birmingham. Overall 4-year target is for 7,496 young people to be retained in the programme in total
• Sportivate will bring about behavioural change by encouraging and inspiring participants to regularly take part by increasing opportunities and helping to guide them into regular and sustained participation
• To deliver the in partnership with National Governing Bodies of Sport (NGBs) - directly helping to fund the development of local sports clubs, Civil Society Sector community sport clubs, FE College, HE University and Secondary School-based community clubs; and working with youth groups/services, local Police, uniformed groups, voluntary organisations and education and training providers in Birmingham
What is the criteria for the Sportivate fund?
- Sportivate projects must run for a minimum of 6 weeks (maximum 8 weeks)
• Participants must attend 5 out of 6 of the weekly block of sessions in order to be ‘retained’ in the project
• National target is for 2 in 5 participants to have ‘sustained’ participation 3 months after project completion
• The Sportivate sessions will be participant (or customer) led in that they will be affordable, accessible, appropriate and attractive, and reflect the local demography
• The target group is the ‘semi-sporty’ cohort, defined as those not who are not participating regularly in sport in their own time
• Projects must have a sustainable community exit route such as a club or less formal opportunity for continued participation in the chosen sport.

ELIGIBILITY CRITERIA
BSPAP has identified several outcomes which will benefit sport across the community:
Is the activity/sport and delivery partner supporting:
Essential
1. Both traditional and non-traditional club links by basing activity on need and ensuring it is at the appropriate level and type for the audience
2. If working within an Education setting; engage and work collaboratively with Secondary Schools/FE/HE institutions to link them with a community sports exit route (the project must not be something that the institution is already providing; there must be added value).
3. Linking all Sportivate activity with community sports providers and continuing to support club development opportunities after the 6 week delivery period.
Desirable
4. Due to the shorter nature of Sportivate projects, (6 x 1 hour sessions delivered over a 6 week period), we strongly recommend incorporation of end of projects competitions/ festivals and/or incentives. Suggestions include: discounted membership, prize draws, equipment/ t-shirts & other clothing, free tickets to an event.
5. Volunteer opportunities (including CPD support, such as a qualification)
Funding will be granted for project costs that include
- Target sports/activities with exit routes
- Paying staff to run activities
- Paying Coaches - ensure that coaching rates provide value for money up to £25 per hour
- Providing expenses for volunteers who help to run activities- up to £50 in kind
- Resources and Materials-items to be used on activities
- Hire of facilities used to deliver activities
- Transport-to get young people and staff/coach to activities
- Marketing/Publicity of Sportivate and individual Sportivate activities- badges, caps, posters, text messaging, website pages, design time, printing. (2-5%)
- Training/Coaching Courses to develop a workforce needed to run/sustain activity
- Funding Equipment – up to 20% of grant- wholly were there is a new activity taking place on a site which would normally expect.
Part, where it is an existing site which would normally expect to have the equipment e.g. trampolines, goal posts, playground markings
- Exceptionally-Cost of CRB’s, caretakers & employers liability insurance
Sportivate Delivery Funding can only be used to fund activities which:
- Are new activities or build on or extend current provision or enhance existing good quality provision, thereby creating additional provision.
- Are targeted at young adults who are in 14-25 years age range but the specific focus should be providing activities for young adults aged 16 to 25 years of age.
- Are what young adults want to participate in.
Further Information
- Delivery partners need to run sport/activities as part of Sportivate for a minimum of 6 sessions per sport/activity.
- Partners can deliver more than one session per week, where it meets the needs of the children and young people and all the activity/sport or provider. However the ideal scenario is that a session is run once a week for a minimum of 6, maximum of 8 weeks.
- Projects must have an element of partnership funding (in-kind or cash) to show that delivery partners have an invested interest in running their projects.
Partners wanting to engage FE and HE in the Sportivate programme can do so in 2 ways:
- 1. Where Sportivate projects are only targeted at students and/or staff within an educational institution (school, college or HE), the project must be delivered by another community provider brought in to run it, and a community exit route must be supplied.
- 2. Schools, colleges and HE can deliver Sportivate projects that are run within their own facilities (or other facilities) if these projects are open to the wider community and not just its own students and/or staff
Delivery may take place at anytime of the day (except if the activity is based at a school for 14-16 year olds where curriculum time activity is ineligible), but must not be part of a curriculum/academic course.
Funding will not be granted for programme costs that include
- Projects that are insufficiently targeted.
- Projects that are imposed on young people without them being consulted
- Where relevant, projects that take place during curriculum time
- Projects for the gifted and talented
- Projects that already take place and hence would be double funded
- Projects that have no exit routes or sustainability pathway
- Items purchased before funding is offered
- Item for activities that take place outside the UK
- Retrospective projects- we cannot fund anything that has already started or equipment that has been purchased before hand
- Overheads/Statutory items- e.g. storage of equipment/booster seats
- Contingency costs-replacing damaged equipment etc
- Purchase of vehicles-they can be leased or hire purchased
- Buildings and refurbishment-no bike sheds, pavilions
- Items with poor value for money
